No variance in the provisions or requirements of this Ordinance shall be authorized by the City Council unless it finds evidence that the following facts and conditions exist:

Unique circumstances, necessary to preserve reasonable use of the property, not merely economic, maintains the character of the neighborhood, meets the spirit of the ordinance and comprehensive plan.

Other considerations: solar energy systems, earth sheltered homes, non-permitted use, temporary use for a one family dwelling, floodplain districts and conditions.
